    Tim Terry, Executive Director of Fresh Start.  Bio:  FreshStart founder and Executive Director, Tim Terry built a similar program in Spartanburg—a program that has already transformed several communities from drug and crime infested areas into healthy and attractive neighborhoods. In 2002, a man walked out of the South Carolina Prison System on a mission.  After 15 years in prison, Tim Terry had decided that it would be his life’s work to build a bridge from the inside (the prisons) to the outside community.

    This presentation will outline the new SC state initiative to hire nonviolent ex-convicts.  Although statistics vary from report to report, according to the Bureau of Justice Statistics, the national average of people released from prison in 1994 who were rearrested within three years of release for new crimes or parole violations was at 68%.1 The FreshStart program is targeting recidivism rates of 5% for its participants.  Looking to repeat this success throughout the state, SC officials are asking employers to think about giving nonviolent ex-cons as “fresh start.”  This is part one of a two part series.  Next month part two will also focus on federal and state laws on background checks and the “ban the box” initiative.
